Born in Elm Park, Frank J. Peters spent his early life growing up in the communities of
Port Richmond, Mariner's Harbor and Travis.
After completing US Navy Boot Camp in Orlando, Florida, Frank reported to the Naval Air Technical Training Command in Millington, Tennessee for Aviation Electrician's Mate "A" school. After additional training at Oceana Naval Air Station in Virginia Beach, VA, Frank reported for duty aboard the U.S.S. Independence (CVA-62) where he was assigned to the Aircraft Intermediate Maintenance Department as an Electronic Module Test Console Technician.
Frank was stationed aboard the U.S.S. Independence during the Lebanon and Grenada Conflicts. Participating in Operation Urgent Fury to help liberate the Island Nation of Grenada and serving in the combat zone that was declared when the U.S. Marine Corps barracks in Beirut, Lebanon was bombed in 1983. He received the Naval Unit Commendation Medal, Battle "E" Ribbon, Navy Expeditionary Medal, Armed Forces Expeditionary Medal, Sea Service Ribbon.
In addition to his Navy Honors, Frank received the NYS Conspicuous Service Star and the NYS Medal of Merit from the New York State Division of Military and Naval Affairs for conspicuous service with a decorated military unit in direct support of combat operations.
While employed as a captain with the NYC Department of Transportation, Staten Island Ferry Division, Frank enlisted in The U.S. Navy Select Reserve program in the advance pay grade of BM1 and served as a small boat operator for the Mobile Inshore Undersea Warfare Unit 204, stationed at Fort Dix, NJ.
Frank received the U.S. Department of Transportation 9/11 Medal from USDOT Secretary Norman Mineta for meritorious service as captain of the ferry boat John F. Kennedy following the attacks on Twin Towers of the World Trade Center on September 11, 2001.
